The reason for this is, it is unfair for a number of role players to to have to wait around on one person to progress RPs to claim a title or ruler-ship or power base, and the same vise versa it is unfair to the one person who may want to RP something else other then defending from an attack all the time.  All so the one rule to rule them all system encourages spotlighting and that is against the rules.
