Weapon-X, Sinister lead experimental mutant force? Experiments force X-gene activation in dormant mutants and some humans, results vary. Propaganda opportunities are rich.
Brotherhood, the hitler-youth of the Empire. Mutant power! Blame humans!
Clan Akkaba: something secret En Sabah Nur stuff. Ministers/Riders probably secretly fall into this one.
X-Force, the mutant group that started the resistance, now are more of a symbol than a functional group. Members still alive are still working deep in the resistance. Or, they might be mutant extremists that are against mutant-centric control of the world.
Thunderbolts, the Avengers of the resistance. HYDRA formed them. Typically the powerhouses, the elites. They are now like the X-Force was before.
HYDRA, SHIELD of the Resistance. The threads that help tie the resistance functionally together.
Church of Humanity. resistance type. cultish/crazy???
