January 2008, after the fall of Emperor Xavier and Lord Magneto, and the falls of Emperor Exodus and Empress Voght the capital of the Empire fell to the unified rebellion known as Pactum. Shortly thereafter, in a last ditch effort, renegade Imperials carpet bombed the city, destroying most of the buildings and life there--few buildings over 3-4 stories tall remain. It's about a year and a half since the bombings now. One of the remaining Imperial Governors, Doom, has moved into Neo-X and has taken claim over the leadership of the Empire. He quickly began reconstruction efforts after the bombings starting the buildings nearest the Latverian embassy and flowing outward, making it the epicenter of new Neo-X. He has also enacted several human rights laws making it illegal to continue the former human persecution that took place before the destruction of Neo-X.
--Imperials loyal to Emperor Xavier and the old ways of mutant domination are located in pockets all over the American continent.

--The Pactum fell apart after the bombings, it broke down into its smaller founding member-groups that eventually died out. The only remaining organized rebellion faction are the Avengers who--like most other rebellion survivors--have established themselves in Brooklyn which is now an urban wasteland. They've established an elaborate interconnected network of safehouses and micro-communities.

--ExH, the former Imperial think-tank organization was discontinued shortly after the assassination of Emperor Xavier and Lord Magneto. The directors had been skimming off the top for years and after the bombing of Neo-X and Doom declaring himself de facto leader of the Empire, the directors felt it was time for them to branch out on their own. So they launched X9. It's mission is the same as ExH's but it operates independent of Imperial control, loyal to Xavier's dreams, and free of Imperial control. They've begun operating counter-Doom activities in North America in recent months, though they have not outwardly declared themselves, nor have they actively attacked any Doom forces as they are still gathering members.

The primary setting is Neo-X, formerly New York City and the current capital of the world. The Imperial Institute of Higher Learning that is located in what once was the site of the Empire State Building and has now been outfitted to be the academy of the future for all those who have superhuman abilities and is primarily geared towards mutants as per the current regime's desires.

Just about as much of the school that resides in the 35-story (above ground) building also resides in the 17-stories below ground. All of this will go into more detail in a later edit of this post when I can get maps drawn up of everything. In general, the dorms for the students begin on the 2nd sublevel with the oldest students and extend for 3 levels, every dorm room houses at least 2 students and as many as 6 (usually younger students). Faculty dorms/offices are on the first sublevel as well as the school's medbay.

In short read the history for this dimension because it really is dramatically different from the comics and play your character as you wish. History:
In the early 1980's human science was making leaps and bounds in identifying disease that had yet to be identified and classified. Among the first besides HIV/AIDS was the Mutant Gene. Thought to have been a genetic mutation and defect the United States government was the first of several of the more powerful countries to begin researching this phenomenon along with Russia, England, Germany, France, and the fledgling government of China. The respective governments rounded up all the known "oddities", who were to be called Mutants in the future, and began to subject them to tests. In April 1981, in the United States "oddities" were kept in camps in the middle of the Arizona desert and it is there that one Charles Xavier (32) and Magnus Maximoff (30) met. The experimentation radically changed Xavier's views of promoting equality to those more aligned with Earth-616 Magneto, of mutant supremacy. The 3 "oddities" the United States had successfully identified to date were Charles Xavier, Magnus Maximoff and the young Scott Summers (then 13). The three busted out of the camp, Xavier and Magneto killing most of the men there before fleeing, they'd sent Scott ahead once they broke the defenses.

Over the next 9 years there was a worldwide revolutionary war of mutants away from their human oppressors. At the end of which was the beginning of the regime that was called Empire X. At Xavier's lead the mutants had taken over the Americas, all of Europe and most of Asia. They left Southern Asia, Africa, the Pacific Islands including Australia barren from their wars. The mutants now ruled and laws were established as well as a new capital city. What was known as New York City was now Neo-X, the capital of Empire X and the world. There Xavier began to build his palace on the outskirts of NYC in Westchester county (ironically, where the Institute resides on Earth-616). In July of 1990 an "Usurper Prime"(that is the label given to those who challenge the Emperor Xavier) came out of the woodwork known as the Shadow King--the same one from Earth-616. Xavier and Shadow King fought in a duel of the minds, Xavier winning but in the process of destroying Shadow King's astral form the energy used burned up his body a la Quentin Quire's and his mind was stored in similar fashion to that of Quentin's. Instead it was stored in the recently opened Capital building in Neo-X. There it was connected to the quickly growing worldwide database of mutants and their respective powers known as Cerebro. With Xavier's mental power the database grew 100 times faster and although he did not have a body Xavier still ruled the Empire. Establishing specific rules on the handling of humans and mutants alike.

In time though, Xavier's consciousness began to waiver as he poured more energy into Cerebro and it became an automated presence in his consciousness and slowly took over acting as simply an advanced form of Google for Magnus who had acted as the real Emperor behind the scenese for some time, keeping the facade of Xavier running things. The brain of Xavier became the powerless figurehead of the Empire whereas the real power was held by Magneto. Now 17 years later the year is 2007. Magnus is 56 and beginning to think of retirement though reluctant to let go of his reins on the Empire in fear of losing everything he and Xavier fought for.

Facts about this Dimension:
-99% of all HUMANS on this Earth have been exterminated

-All HUMAN males have been castrated so as to quell further propagation of the human race

-All HUMANS are kept in prison camps primarily in Central Africa

-All babies born to mutants are genetically inspected within 5 minutes of birth to determine if they have an active or dormant X-Gene.
-->If Active they are given an ID # that is marked on their foot (like an action figure). Note: When I say active I mean the gene is dominant. It does not necessarily mean that they were born and the character already had their powers manifested. It means that, at the very least, when they hit puberty their powers will manifest.
-->if Dormant they are given an X mark over their right eye. Note: When I say dormant I mean the gene is recessive or NOT dominant. The gene is there but no mutant power will come about UNLESS there is some genetic manipulation involved which is possible but not commonly done by the Empire on their own kind. That sort of experimentation on mutants is reserved for those marked Enemies of State who've been captured. Those who are dormant are like squibs in the Harry Potter universe, born to mutant parents but have no special abilities at birth or during puberty.

-Specific HUMANS that showed near superhuman abilities or those who are deemed "honorable" by the regime (i.e. Tony Stark, Nick Fury, etc.) are allowed to live outside of the human prison camps and are required to give a sample of their DNA for the various cloning research and programs started by the government

-Superhumans (i.e. Captain America, Spider-Man, etc.) are allowed to live outside of the human prison camps due to them NOT being humans

-INFO ON THE X-MEN:
-->The X-Men are completely different from Earth-616. They are comprised of those born from mutant parents with dormant X Genes and who have been given the X mark over their right eye. They are specially trained for combat and tracking of Mutant Enemies of the State--this is primarily because some mutants have tracking abilities, mostly involved int racking their own kind and very few can track mutants unless they are telepathic in nature and have access to a cybernetic enhancement system such as Cerebro. The X-Men also have cybernetic enhancements on various parts of their bodies.

Update 10/11: In a result to cut rogue agents as well as funds, the X-Men program has been cut. Most remaining members were reassigned, some let go.

It is rumored that a resistance faction has taken up this name in defiance of the Empire and to represent their exiled status.

-INFO ON THE INSTITUTE:
-->Students can enter as young as 8 yrs of age and upon sitting on a waiting list. The waiting list is so long it is typically best to register your child on it at birth, though the school does NOT admit anyone that has a dormant X Gene. The students can remain their through college since they have college professors teach in the highest levels of the building.
-->There are various "superteams" of mutants and superpowered individuals around the world, there are 2 located in Neo-X: Omega-Delta (stationed in the Baxter Building), and Omega-Echo (stationed in the Institute itself and is comprised of teachers). There are also a series of Institute sponsored student teams that act typically as training squads though since they're in the metropolis of Neo-X sometimes they have been called upon to help out in defending the capital city.

-->Charles Xavier (brain; Codename: Emperor, Xavier) - Located in the heart of the Capital building, deep underground cybernetically connected to Cerebro. Current Age: ?? (if he still had a body 56)
-->Magnus Maximoff (Codename: Magneto) - Located in the Capital building's executive suite where he stays. He has a mental connection to Cerebro via a cyberpath chip implanted in his mind to allow non-telepaths virtual communication that mimics mind-speak with electronic systems. They cannot be hacked into due to them being biometric in their authentication. Current Age: 56
-->Scott Summers (Codename: Redeye) - Located in the Imperial Institute of Higher Learning and acts as the Headmaster. Unlike Earth-616 Scott he has full control over his powers allowing him to not have to constantly wear a visor/pair of sunglasses. He still has optic blasts, however. Current Age: 39
