You're generaly either a part of them or not. The faction list has them as there's a number of people who're part of those clans...hence a faction can be made from them. There are some factions you can join, such as Shining Force and the like. To join those, you simply RP it out with people who're already part of that faction or have a chat with the owner of that faction and then select it as your faction for your character. In reference to joining though, generaly things like Bounty Hunters, P.I. (Private investigators) and Mercs aren't factions either, merely a profession that there is a number of people who do...hence you can be part of that "faction" without needing to RP it out or get permission from some one. Hope that clears things up some-what, ain't exactly been too clear with what I've put but I think it answers your question.
