As such, the group targeted Dallas to establish a stronghold headquarters and begin to move through the city creating secure sections in order to eventually connect these sections into a larger, secure area that could act as a New Dallas. One protected from the virus, and act as a springboard for the human civilization to come to and thrive while remaining safe from the zombie hordes. ORC is primarily considered a Corporate-run Private Military Company that was started in Atlanta and moved west to Dallas based on research done according to the urban landscape, finding Dallas to be very suitable for such an effort to revitalize the human civilization on earth. They've done light humanitarian work on their way to Dallas.
