[Delete] | Basically, to do magic in Path of Progress, you're required to identify yourself under the law, which means that mages and spellcasters in particular are pretty much on permanent record. Those who attempt to cast without the licensed protection can face serious charges from life imprisonment to execution. Depending on the severity of the crime. Licences are as follows.
Class-White: Easily obtained. This licence can be acquired easily, either as part of a student ID from Miskatonic University or as an individual thing for others. This class of licences is good for spells of 0-1 ranking. Cost is $5 and can be obtained at the Police Station or the University.
Class-Yellow: Easily obtained for students or craftsmen. Good for spell levels 0-3. Cost is $15 and can be obtained at the Police Station or the University.
Class-Green: Not so easily obtained. Can only be obtained after two years of good record. Allows the owner to cast spell levels 0-5. Cost is $25 and can be obtained at the Police Station or the University, but it is also required to fill out paperwork at City Hall.
Class-Red: Not so easily obtained. Can only be obtained after two years of good record with absolutely no prior infractions. Allows the owner to cast spell levels 0-7. Cost is $50 and can be obtained at the Police Station or University, but is also required to fill out paperwork at City Hall.
Class-Black: Legendary to obtain. Can only be given out, not bought. Allows the user to cast spell levels 0-8 and military service or some kind of civil service(policemen/fire fighters) up to two years is required in addition to a clean record.
Class-Gold: For the highest level a Magus can cast. Its effective carte blanche for mages and is only given in dire circumstances and effective immediately when the crisis that requires them are over, they are meant to return them. Only a few have them on 24 hour status, and who they are is a mystery.
