 Status-Quo: A Guide to Normalcy Organizations

The Hidden World is vast and terrifying. The Unseelie Accords ensures that groups take care of their own and stay out of the way of mundanes. However, the question of who keeps them in line remains.

This is where the Normalcy Organizations come in. Organizations dedicated to keeping watch over us at night, the Normalcy Organizations (Referred to as Men in Black or Skippers) help keep humanity from finding out about the Hidden World if something goes wrong. Dragon attack? No, a gas main exploded. Mages fighting in the street? Just a gang war, nothing to worry about.

Origins: The Normalcy Organizations were formed from many different sources. For a while, many different governments had their own independent organizations, or relied on Hunters to clear monsters. However, the Foundation and BPRD were the first coalitions dedicated to maintaining normalcy. They became signatories to the Accords and began enforcing them, taking care of those who disobeyed while covering up incidents that caused major notice in the public.

The Bright-Bruttenholm Charter was signed by two of the largest paranormal organizations: The United Nations backed SCP Foundation, and the US Government's BPRD. This laid out several of the rules for Normalcy Organization functions and

This Charter brought the Foundation under the aegis of the BPRD as a research division utilizing anomalous soldiers as assets. These Task Forces were focused around different goals. The Normalcy Organizations also ally with other groups such as the Church to get the job done, and will frequently resource-share on specific cases.

The other major Normalcy organization is the FBI's Unusual Incidents Division, or the X-Files. This branch is seen as the laughing stock of the FBI, and is used as a training grounds for the BPRD and Foundation, and top agents are usually chosen to join their ranks. The X-Files is usually handed low caliber cases to investigate and cover up, but occasionally they get involved in larger cases.

ZUULCON Meter: Similar to the US Government's DEFCON meter, ZUULCON shows the state of readiness amongst normalcy organizations to prevent non-magical civilian involvement in a magical conflict. The ZUULCON meter gained its name from the 1984 incident where Zuul was summoned into the world and dispatched by the Ghostbusters.

ZUULCON 5: (Green) No Magical Threats to society
ZUULCON 4: (Blue) No imminent magical threats to society, but events need to be watched closely.
ZUULCON 3: (Yellow) Increased protective measures begin, limited movement of Task Forces.
ZUULCON 2: (Orange) Task Forces begin mobilization, preparation of defense of society, limited use of amnestics with higher-up Approval
ZUULCON 1: (Red) Potential K-Class Scenario, mobilization of Alpha-9, mass deployment of amnestics
ZUULCON 0: (Black)No-Holds-barred, full force authorized, mass deployment of ENUI-5 amnestics
