The Shadowlands are what remains of the World-That-Was and what allows the use and empowerment of Magic today. It is imagination and entropy and ecstasy and despair, all rolled into one. Those who travel on it See things for what they are and See paths to worlds and realms long thought gone.

For example, a witch who stands in the Shadowlands may look at a policeman and see either a stalwart guardian knight or a slimy, chittering creature. For those who are used to its dangers and are skilled, they could traverse seven leagues in a single step by walking within the realm and out again.

However, there are dangers.

For one, its considered bad manners among the paranormal community to look upon someone in that sense unless they're both in the Shadowlands. Two, to see someones true nature in the Shadowland will burn upon your mind- You can never, literally forget it. And if you happen to look upon such figures such as the Queen of Winter or Baba Yaga and the Yellow King? Your mind might just pay the price.

Magic is more potent, but so are consequences. Die in the Shadowlands, your soul will become a ghost and wander forever, eventually breaking down to become a part of the Shadowlands as raw energy and/or devoured by whatever creature wanders through that enjoys souls.

Such is the fate of the unskilled.

The Outside on the other hand, is walled off from the world and all its realms. It is emptiness, it is a Void and within dwells realms and horrors that would make many shrink in fear. This is the world of the Old Ones and all the Outsiders. Only Mortals have the power to open the door to the Outside.

“Ways are basically passages between the mortal world and some portion of the Nevernever—the spirit world. Any point in the mortal world will open a Way to somewhere, if you know how to do it. The Way opens to a place that shares something in common with the point of origin in the mortal world. Uh, for example, if you wanted to open a Way to Hell, you’d have to find a hellish place in the mortal world and start from there. If you want to go to a peaceful place in the Nevernever, you start with a peaceful place here. Like that. Chicago is a great place for Ways—it’s a crossroads, a big one. You can get just about anywhere from here.”

-Harry Dresden

Spirit world, Lower Umbra, etc... Such are the names for the Shadowlands and to travel it safely, one must use the paths known as Ways.
