Here is the New Republics proposal for the Olympus 4 charter, naturally it must be debated and altered until all four members agree, lets begin.

A. Membership Levels
Founding Council - The original four factions; The United Federation of Planets, The New Republic, Outer Rim Republic, and Kukai Foundation will make up the Founding Council. They will be responsible for approving new members and can veto any resolution with a 3/4 approval vote from the four council members. Founding Council members are the only ones allowed to participate in a Security Council meeting unless permission is given for other factions involved in the meeting.

Council Member - New factions allowed full membership fall here. They will have voting rights and investment in the operation of Olympus 4. Investment in the station may come in the form of personnel support, supplies and material, or simply monetary support. Council Members will be expected to support all resolutions and be ready to provide military support if its called for. The amount of support/funding required by each Council Member will vary, depending on the Members size, economic considerations, and military size. Council Members have access to all meetings save for Security Council meetings.

Observational Member - Factions with no voting privilege but with a full time representative to the council fall here. they may either be unwilling to provide monetary/military support, or have minor interest in actually joining the council but wish to have an ear and voice in lower level discussions. Some factions may also fall here due to their relations and potential conflicts of interest with other factions. Observational Members are allowed in all meeting sessions except for Security Council Meetings, and Closed Council meetings, unless specifically approved by the Founding Council or Council Member who initiated the meeting.

Recognized Faction - Factions recognized by the Council but having no connections to the council. They are much like Observational Members except that they have no permanent representative, and may have no relationship with the council or a very minute one. like Observational Members they are able to access all meetings save for Security Council meetings and Closed Council meetings.

B. Members of the Olympus 4 Council

Founding Council Members- The United Federation of Planets, The New Republic, Outer Rim Republic, Kukai Foundation

Council Members - None

Observational Members- None

C. Types of Council Meetings
Every meeting is rated on a level dependent on the severity of the situation and the potential scale of members it may involved. this list is from highest level to lowest

1. Security Council - The highest session that may be called. Security Council meetings involve only the four main members, unless the session was requested by a different leveled Member and approved by the Founding Council. this council is for extremely sensitive meetings where the person calling the session does not wish for the issue at hand to be revealed to the greater galaxy, it could be secrets of state that may make them vulnerable to enemies. No records of these councils are made except for direct hand dictations, no digital copies shall be made, and these hard copies shall be stored in a secure location

2. Closed Council - Closed council involve the Founding and Council Members only, unless approved by Founding Council members or requested by the Member initiating the season. These sessions are considered high security risks not just for the member calling the session but the Olympus Council in general, and may involve situations like Olympus military operations. these meetings are considered secured and records of this meeting will be kept closed except in extreme situations

3. General Council - Standard Council operations, everyone is permitted to a General Council, though Recognized Factions are expected to announce intentions to send delegations. these meetings are the standard operation for the Council and do not have any restriction on transcripts or data that come from these meetings, and may even been televised across holo-networks and the like.

4. Open Council - Normally an Open Council is an informal meeting, everyone is welcomed and generally just provides a forum for discussion and improvement of relations, almost no resolutions are put forward in an Open Council, and often proposing a resolution will have the council level bumped up.

D. Requirements for Joining
Factions wishing to gain voting membership with the Olympus 4 council should be of utmost character and morals, and should include
1. Fair and sensible justice system with fair sentences for crimes committed
2. Does not participate in the construction, research, or buying/selling of weapons of mass destruction including but not limited to Chemical, Psychic, Nanobots, Planet Destroying, or Solar Destroying, within this galaxy
3. A stable faction, does not rely on massive controls of its population (brainwashing, mass propaganda, Martial Law, ETC)
4. Faction does not discriminate among its citizens, discrimination includes but is not limited to; Race, Origin, Sex, Color, Beliefs, and Ability.
5. Faction does not Support or aid slavery

Ahh wasn't sure, but I can easily edit that part I figured they still just represented themselves as the foundation, easy to fix.

Hmm. That's not entirely true?

I thought the TDN was something taken from a piece of every organization that was of the council. I feel like your trying to snub us into a role of the League of non aligned worlds here. Unless you mean a different Foundation.

Also, I kind of have to poke at 2....

Whatever though.

That's why this is a proposal, the nre republic is a big opponent to weapons such as those, afet the death stars, galaxy gun, the bad soverign starships, and the sun crusher, not to mention the biological warfare they have quite a distaste for super weapons and the like. It was also written a bit to snub the UFS the Republic dosent want them in, and so they are trying to dictate terms to control and prevent them from entering. But this also needs to be ratified by all four existing members if its to become the charter so if any of them disagreee by all means throw in alternatives, get the republic to drop it and please throw in your own modifications, debate and compromise should be at the heart od this charter, that's the fun of politics, if you like that sort of fun.

I realized one thing I also forgot was a proposal considering operation of the station, switching the commanding officer every 2 yeas or so between members, or a command staff that has a number of people from each faction, a little republic desire to see on of their own not nessisarily take Karbns position but to be amont the top in decision making and whatnot.

Again throw out your changes, and let's write a charter that everyone agrees on, as big as the republic is and as arrogant some of their senators are, they can't expect to have everything

I like it.

But I'd, well the Foundation rather, would suggest an Amendment to the Joining clause.

"Recognition of a Division between the Alliance and the individual governments. 'Since No Founding faction within the Alliance is clean of the deeds necessary for joining it would be more fruit to suggest, to desire, that any joining government, dedicate themselves to evolving past these things from their joining day forward. Rather than holding them by their past actions. Lest we forget the actions of a few that would forever taint the images of the many. The actions of one man or woman can damn or save an entire civilizations on view alone.

Thus, in short, to better acknowledge potential joining factions these rules should be acknowledged more as guide lines while not existing to dictate the existence or definition of moral conduct."

In short, The alliance can snub you but really if your voice isn't apart of our body we have no reason to stab vocally for the actions your taking.

The TDN was only involved and spoken to with home-brew factions though. The Ghost's plan was to set it up to give Tatooine a voice on the Council since the whole thing is set up in their back yard, he never went to any non-Tatooine (no ORR or UFP or NR) faction to speak of this in the slightest.

Less 'league of non-aligned worlds' and more 'systems alliance' from ME

Oooh I remember TDN he came to the Militia about it just before beating up the hutts for the final time, His big army of everyone who looks like ghost.
If scott wishes to mold the foundation with the TDN then the militia will allow themselves to be absorbed into the foundation with a provisional agreement that he keeps a fair number of them armed and patrolling and protecting the moisture farmer communities that made the militia in the first place.
If scott wishes to keep the foundation separate, then the militia will attempt to build the TDN on the ghosts ideas, and mold all tatooine based factions into a single entity and attempt membership with the Council. I have a very interesting idea for it too.

Heh and looks like my attempt at stringent entrances went worse than I thought I figured i would at least have the Kukai in on it, but hey I figured id be changing it anyway. so how about section D the requirements for joining be changed to this

D. Joining the Olympus Council

The Olympus council will judge all new applications on a personal faction by faction basis, and voted upon by the Founding Council with a (Unanimous / 3/4ths vote ?). If the vote passes and the Application is accepted, then the applying faction must sign the charter, agreeing to follow all resolutions and decisions made by the council.


I vote for a unanimous vote, but now it gives all factions a chance to at least apply, and maybe negotiate their way into the council. if no one else agrees with unanimous then ill grudgingly accept a majority vote of the founding members.

ANything else to add change as well? this is what I was hoping for talk and conversation to make a charter and awsome ness of doom, Im excited!

And one more thing, I guess if Scott rolls the foundaiton into the TDN then the Foundation will be replaced as the TDN by founding members, if not then we'll have to decide if we give the TDN a founding position and have five founding members, which is good for tiebreakers, or have them join as standard COuncil members.


While im rambling the Republic and Federation woudl also like to offer the Outer Rim Republic and THe foundaiton a chance to sign and join with us on the Treaty of Naboo. http://crossfranchisecantina.wikidot.com/treaty-of-naboo the sun is rising I need to try to sleep
