The Arsinoic Empire has seen the devastation wrought by the Dread Conglomerate Civil War. The world of Ryan was blasted to mostly nuclear fallout, and the population of 1.5 billion was reduced to 30 million. In the name of humanitarian aide and stability of the Outer Rim, we are fulfilling our national duty to our fellow human beings by providing military defense for the planet, clean food, clean water, and medical assistance.
*The footage begins covering irradiated land being covered with a dark green gel by radiation-suited workers*
We are using our superior genetic technology to clean up the radiation on the planet, and within ten years the planet will be completely habitable. Today our most brilliant minds are devising a plan to fertilize the land and make the planet suitable for growing crops, making Ryan the breadbasket of the Outer Rim and drastically reducing the price of food on all planets from Tatooine to Nal Hutta.

I and the Senate of the Empire have come into accord. We are now devoted to the independence and freedom of Ryan as a sovereign planet, and will, in six years time, hold an open and free election and decide by popular vote whether Ryan's native denizens wish to form their own government, or join any government that will make a claim. These elections will be run by my people, but we will allow any political body to oversee its operations. We believe this to be in the best interest of the inhabitants of Ryan, and the rest of the Outer Rim.
Please join us in assisting any lost orphans of the Dread Conglomerate, whether they be cargo vessels thrown into disarray or a nearby colony which has lost all communication. I will be watching those who move forward to help, and we will quash any illegitimate forces that attempt to use this crisis to their personal gain.
