Where? Fury's exact location is rarely if ever known. Its been said he can be in two places at once.
When? Just about anytime. He has the resources and knowledge to be just about anywhere
Why? Meetings with Fury usually have to be important and deemed to be worth his time. Rebuilding a country and fighting a Cold War can keep anyone busy.
How? Leave the right messages in plain sight and he'll likely notice. Send word through the S.H.I.E.L.D hierarchy.

What? Witch, Owner of Sister Grimm's Club Pride
Where? Typically at Sister Grimm's Club Pride however she's trying to integrate herself in Neo-X socialite circles. She can be pretty much anywhere within the city as well. A spell gone wrong could potentially lead her elsewhere as well.
When? Anytime is a good time though she's a night owl.
Why? As a new member of the Supernatural world she enjoys meeting more or less all supernatural beings. Though, she often greets random individuals that enter her club (supernatural or not) if they stick out to her.
How? Come by the club is the easiest way.

Who? Noh-Varr
What? Genetically engineered Kree, wielding of the Nega Bands, leader of the invasion force of Earth
Where? Space at the moment but soon to be Neo-X
When? As soon as I find a night where Neo-X can properly be defended. I expect it to be overwhelmed (at first) but it would still make some awesome RP, I think.
Why? Noh-Varr was used as a test subject when his ship crash landed on Earth. His entire crew, including the woman he loved, was killed leaving him as the only survivor. He wants revenge.
How? Just look to the sky when the invasion starts.

Who? Ray Kruger
What? Street Racer, Ghost Rider
Where? Neo-X
When? Anytime, Ray doesn't sleep well.
Why? Obviously because Ray is the Ghost Rider any number of supernatural beings could be attracted to him. On the other hand he could also be attracted to any number of people because of all the terrible things he does. Caution, he has little control of the Spirit of Vengeance and has already driven a little girl insane.
How? Random encounters are probably the best bet right now. He's not tied down to anything yet.

Who? Remy LeBeau
What? Leader of the Thieves Guild.
Where? Thieves Guild hubs, anywhere in Neo-X.
When? Anytime but more likely at night.
Why? Remy leads smuggling and stealing operations for both sides. If somebody needs it, he gets it.
How? Remy isn't typically hard to find if one knows who to ask.

Who? Thor
What? God of Thunder, Son of Odin.
Where? Midgard, Neo-X area.
When? Thor is pretty much available at any given time.
Why? Thor is searching for means to bring justice and hope to Midgard. A group would be beneficial. It must have a chance of succeeding.
How? Be a god in Midgard or just do something (likely causing trouble) that would garner his attention.

Who? Vincent White
What? Darkforce user, half brother of Nathan La Belle, Believer of Doom, genuine asshole.
Where? Typically in Latveria although he still stalks Neo-X occasionally and can be pretty much anywhere due to his power set.
When? Vincent sleeps very little so anytime is a good time.
Why? Darkforce plot, Doom plot, random interactions.
How? Those with the taint of the Darkforce are easily sensed by Vincent. Be in Latveria, it's a small place. Just find yourself in Neo-X's shadier areas.
