I've been trying to think of at least one character for people that come in here frequently that are either not canon to anything or that we can un-canon. I'm sure the Pittsburgh people know friends that attend the Art Institute, Technical Institute and other art schools that might do it for free or incredibly cheap, for the fact that they might be able to use it for a class project or such. The benefit of choosing your own artist, is you already know his style, and quality of work you'll be getting, where as with a random art student we could possibly get a bunch of modern art, or stick figures.
