The Morag Tong is an ancient assassins guild that has recently been sanctioned to run on Tatooine. The Morag Tong executes individuals by way of "writs", legal documents giving the assassin the right to kill the aforementioned personage on the document. An assassin with a writ cannot face legal persecution. To mark someone with a writ, one must plea their case to the Hutts, who will judge on a case by case basis.
