After years of war the once-illustrious Empire of the Children of the Nile and newcomer alien race the Yeerk Empire have established peace. Following the Fourth Battle of Rak, an extension of what has been dubbed "the Rim War", the Yeerk Empire sued for peace after a Pyrrhic victory over Children forces in their home sector.

Yeerk forces made a surprise attack into the Rak sector and crippled the Prince's private City Ship, the HHS Ammut, before destroying all central communications systems and navigational buoys and satellites, preventing the Children navy from QR'ing into the sector either safely or in formation. The ensuing battle wreaked havoc throughout the solar system, but Children resistance was so fierce that the Yeerks no longer were able to maintain an occupation force. There have been rumors that following the Fourth Battle of Rak the Yeerks no longer had the manpower to maintain their own empire.

Although initial reports claimed that the Prince of the Children of the Nile, a mysterious alien and son of Queen Mother Arsinoe some journalists have dubbed "The Foreign Vader", had perished in the battle, it has now come to light that no one has been able to produce a corpse. Many believe he could easily have been vaporized in the battle, but others insist that the shadowy tyrant has escaped.

The result of the Yeerks' suit for peace was the drafting of the Treaty of Deep Space (as it was signed in neutral, deep-space territory whose location has not yet been declassified). There were many stipulations in the treaty including:

1) The Children of the Nile is to re-organize its dispersal of power from an Empire to a Regent-Republic via a new constitution to be approved no later than the end of the month. This new constitution must provide the legislative power with authorization over all combat operations and budgeting for the state, divorce regency from supreme executive authority, and ensure long-lasting pathways to peace.
2) Yeerk military forces be removed from all Children space and the Yeerk shall provide aide and assisstance to the Children until such time that Children domestic security forces can independently ensure security.
3) No trade tax between the two nations shall ever be imposed in any form by either body
4) Both the Children and the Yeerk must, by the end of the year, finalize legislation establishing a Commonwealth between the two which would be open to new membership from other nations.

Many other provisions were included, and ratified, by both the Council of Thirteen and the Imperial Senate. The treaty was signed into law by the leaders of the nation. Emperor 1, formerly a Visser leading the "Lost Colonies" as the Yeerk Empire was first known, was the sole authority from the Empire to appear. The Children were represented by Admiral Xu-Wang - a young officer who rose to the rank of Commander-In-Chief from the rank of Albay in three short years - and the aging Queen Mother Arsinoe who has, by signing the treaty, accepted the title of Queen Mother Regent.

The first debates on the content of the new Constitution will be held tomorrow.
