Councilor Arvin Tzkled is not a member of the 4:20th nor does the 4:20th count as a faction with a controlling interest in the Council. They are, effectively, non-citizens working for the USAT council and thus giving the council a military force that belongs not to either the Republic, Federation and Garden (if I missed anyone else in there, I apologize) but one directly overseen by the USAT council through a chosen committee (One guess onto who is the chair of that one.)
The article was made up because even the US Senate and Congress have stipulations that allow them to be convened at fuck early in the morning behind locked doors. This is used, quite competently, to pass far more offensive legislation through either congress or the senate because people are sleep deprived and have it being held over their head.
As for the lack of executive, you need to talk to Scott. I asked specific details and I mostly got a 'Yes'. So I abused the answer.
Additionally Det, you said every homestead gets a vote. According to here [url=http://dictionary.reference.com/browse/homestead]A homestead[/url] is any settled tract of land with a house and inhabitants. That would mean the Council is composed of a metric asston of farmers, not just a representative of each faction.
Pull it if you want, I've obviously pissed off two people, and I'm sure there will be one or two more who will join you when it comes to their attention. |
