Whereas the DSE has on numerous occasions attacked and attempted to destroy CGSA vessels and warships.
Whereas while in time of crisis, DSE vessels did intentionally attempt to hinder Conglomerate vessels while said Conglomerate vessels were in the process of carrying out wartime orders.
Whereas when said DSE vessels were ordered to desist, they instead engaged Conglomerate and Gorn warships, resulting in the loss of the battleship DCS Ushaptes.
Whereas members of the DSE have been found to be in direct violation of Gorn religious policies.
THEREFORE:
A state of war is declared to exist between the member factions of the Conglomerate Gorn Sluagh Alliance and the DSE.
This state of war will continue to exist until the unconditional surrender of the DSE.

Their operatives have sabotaged peace processies between the Federation and the New Republic, The Imperial Remnants, and the Slith Imperium ((Sorry Cru, couldn't think of a third one. *L* I know you did though, so tell me and I'll change it!)) They've routinely disrupted any and all peace proceedings on the planet Tatooine until time of war. Furthermore, they declared war upon the United Federation of Planets some time ago, and while we emerged victorious, the cost was great, on both sides. While I for one supported their blockade during the Duchy War, for tactical reasons, I regret that it ended in bloodshed between thsoe that should be allies. While I can't say I condone this war, or the religiosity behind it's movements, I also can't say that I entirely disagree with the statements.
However, that being said, I, on behalf of the United Federation of Planets, and maybe I'm stepping out of my bounds here, but on behalf of the entire fleets of all allied worlds that would become in contact with this war- -war, after all, is very rarely cleanly dried- -have a few questions to humbly ask of the Conglomerate Gorn Sluagh Alliance.
First of which, is simply a request for more detailed information.

I am to understand that this is an incident that happened during the DSE blockade around the Tatoo System while it was under siege by the Duchy of Zeon Starfield. Correct?
I wont ask you to elaberate on your religious reasons, but if you wish to, it'd be appreciated.
But most importantly, when did DSE Starships attack CGSA starships? Don't misunderstand me- -I am not doubting your words. Just only 6 months ago, almost twenty Federation starships were lost to a warfleet that claimed to have ties to the long dead William Hudson. Such an attack is well within the realm of possibility, but we request further information on these attacks. Our reasoning is very simple: The DSE Forces are very well splintered and there is much dissent in their ranks- -the ones that attacked you could have very easily had absolutely nothing to do with the main 'whole' of their forces. This is the same reasoning as why we are attempting to conduct peace accords with the Imperial Remnants, all while fighting off rogue Imperial factions. There would be no reason to war against those who may not be your enemy.
As for the Federation's official Stance on the war itself, for now, we remain neutral in this endevour. We also assume that ex DSE bases, now held by Starfleet, will not be attacked. We likewise assume that this war will not effect ex-DSE civilian or military personnel.

The Dark Scorpion Empire's ships destroyed Conglomerate intelligence-gathering probes launched at Tattoine, which count as vessels under Conglomerate Law. The Conglomerate refused to fail the first shot againt the DSE despite this infraction, and upon the arrival of the Gorn Republic Ship Fangular, the DSE opened fire on both parties. The DCS Ushaptes was lost when the Duchy responded to the ensuing firefight.
The Conglomerate holds the DSE solely responsible for the loss of the Ushaptes, and the Gorn losses on the Fangular were the sole fault of DSE fire: twelve lives and fourty thousand pounds of drive plasma, as well as the hull fractures and medical costs of those injured. This was all before the Gorn had any resources in this galaxy.
As for our religous reasons, The Gorn Imperative Text states that those that do not accept friends, those that fire unprovoked, those that evade justice, and that those that isolate themselves from other civilizations are weak. The weak must be defeated, according to the first law and commandment of First Emperor Gorn in passage 1-2 of Birth Book 1.
On a personal note, I find thier behavior unacceptable. I was a Human Culture Major at the pre-academy, and I find them completely rude in all aspects of any known civilization, especially human. We take our morals very seriously and will not stand for this. I support any action taken against them.

*he salutes back politely and flicks off the comm, somewhat distraught at that the CGSA havn't yet confirmed his previous assumptions. He pushes it out of his mind, however, and makes a mental note to keep an eye on deep space boarders*

*cough cough* Due to a communications glitch we will be unable to bring you audio for this footage. But, I'm sure the footage speaks for itself. DSE warning DC forces not to cross the boarder. DC threatening DSE vessels and firing their probe anyways. A probe that was destroyed by the DSE boarder ships. Followed than by the Gorn's arival and chaos breaking out. And finishing with the destruction of numberous DC and Gorn ships as well as one of the DC's larger carrier vessels. As the Duchy Forces were seen Aiding the DSE forces Keep the boarder from Letting mass fleets come in and run over the solar system with their egotistical opinions about what reality should be.
Again in the news another Gorn Conflict has risen. Seen here in this video at the Local Cantina.*Footage* You can see here the Gorn Commander going crazy and threatening the locals and calling them weak. Knocking out perhaps another Crazy woman in only a brozn bikini...Than beaming her to one of their ships and claiming Biological warfare as he is apparently unable to keep the blood from transfering to his..*bleep* instead of his brain. The Gorn's Commanding officer was than seen transporting the chaotic soldier to their ship as well, stating many obsecure statements about how the officer will be killed if he lied and how they live by a code of honor.

Our MIDAS ARRAY Mark II, installed in deep space, has picked up that as far as we can tell, the whole of DSE space has up and dissapeared. We detecting some interesting subspace fluxuations with the array, and that they tracked to known DSE Space. We launched a probe to their boarders, only to find all of their star systems abandonded. We tried to trace the subspace fluxuations, but all we can tell is that they've apparently left this galaxy. The Dark Scorpion Empire no longer exists in Known Space. This move is recent though, as we could track the subspace shadows, but not recent as in days. This happened anywhere from two weeks to two months ago, apparently very quickly after the final battle against the Duchy of Starfield. To repeat, the Dark Scorpion Empire No Longer Exists in Known Space.
